## The Verification Lens (how scoring works)

Deterministic heuristics only — no models, reproducible from text alone:

## The 3D Dignity Metric (how monographs judge progress)

1. Formal Protection — does the statutory or technical framework grant real rights?
2. Material Access — can front-line participants actually exercise them?
3. Risk Redistribution — does the fix shift harm onto the most vulnerable tier?
A development qualifies as progress only when at least two of three hold.
