We reject binary reporting that reduces complex institutional changes to cheerleading or cynicism. Every monograph is audited against three empirical axes:

• Formal Protection: Does the statutory, regulatory, or technical framework provide genuine legal rights or protection?
• Material Access Reality: Can front-line, informal, or decentralized participants actually exercise those rights without prohibitive friction?
• Risk Redistribution: Does the intervention solve the problem at the top only to shift economic liability onto the most vulnerable tier?

A development qualifies as progress only when all three axes hold. A drug approval with a six-figure price, an automation wave with no transition policy — these score high on one axis and fail on another, and the ledger says so.
